PREAMBLE: All games and competitions under NCYSA shall be conducted subject to the "Laws of the Game" as published or authorized by FIFA and subject to the Rules of Competition of the WSYSA. NCYSA Playing Rules and Regulations are intended to modify and supplement FIFA and WSYSA laws and rules and shall supersede any rule in conflict.
